Abstract
The article reports on the rule released by the U.S. Department of Health and Human Serives implementing information blocking investigation process and information blocking penalties for health information networks, health information exchanges and health information technology developers. It discusses the application of civil monetary penalties for interference with the access, exchange or use of electronic health information and determines the affected health care providers.
